USDA Rural Development Direct Loans (Section 502)
Zero down payment loans for low- and very-low-income buyers in eligible rural areas. Income limits apply (typically 50-80% of area median income). Subsidized interest rates can go as low as 1%.
USDA Guaranteed Loans (Section 502)
No down payment required for moderate-income buyers. Available through approved lenders (banks, credit unions). Income can be up to 115% of area median income. More flexible than direct loans.
HUD First-Time Homebuyer Programs
Directory of state and local programs including down payment assistance, closing cost help, and subsidized mortgages. Many programs offer grants that don't need to be repaid.

State Housing Finance Agency Programs
Each state has a housing finance agency (HFA) offering below-market mortgages, down payment assistance, and tax credits. Often combine with USDA or FHA loans.

Mission-driven lenders serving underserved communities. Often offer more flexible underwriting, financial coaching, and products for self-employed or gig workers.

LIHEAP (Low Income Home Energy Assistance Program)
Federal program helping low-income households pay heating and cooling bills. Also funds weatherization and energy-related home repairs. Apply through your state.
USDA Section 504 Home Repair Loans & Grants
Loans up to $40,000 and grants up to $10,000 for very-low-income rural homeowners to repair or improve their homes. Grants available for homeowners 62+ to remove health and safety hazards.
State Well & Septic Repair Programs
Many states offer grants or low-interest loans for well and septic system repairs for low-income homeowners. Contact your state environmental or health department.
Weatherization Assistance Program (WAP)
Free home energy improvements for low-income households: insulation, air sealing, heating system repairs. Reduces energy bills by an average of $283/year.
